ATTENTION! New rules for obtaining CDL from February 7th, 2022.
FMCSA ELDT (ELDT) program will replace old tests and will require new commercial driver applicants to take the following tests with Training Providers that has being registered with Training Provider Registry (TPR).
New drivers would be required to study and take test on additional 33 subjects, in accordance with Theory Instructions Curriculum, related to theory of operation of CMV (Commercial Motor Vehicle). There is no time limit for the preparation, but each student must pass written test with 80% or above accuracy. The results of the test will be submitted by Training Provider to the FMCSA website for each student.
CLP (Commercial Learning Permit) test at local DMV still be required with test results entered in State and Federal database by DMV employees. 14 days wait period before driver can get CDL still in effect.
Pre-trip CMV inspection and In-Cab inspection, including LAB (Leak, Alarms and Break) test still be required by DMV and will be entered in State and Federal database by DMV employees.
BTW (behind-the-wheel) training will include 19 subjects that will test new drivers on his/her skills related to parking semi-trailer straight backing, offset parking and alley-dock maneuver, and driving on the public roads. Test results will be entered in State and Federal database by DMV employees.
Only institutions, companies and individuals registered with FMCSA website as Training Providers can enter test results into the database and can issue certificates for each individual applicant.
According to new rules each instructor must have valid CDL, medical card and must have at least 2 years of experience as OTR (Over-the-road) truck driver.
All applicant for CDL who obtained CLP -commercial learning permit before February 7, 2022, are not subject to new rule.
From now on, drivers will be able to attend only schools approved at the federal level, and not at the state level as it was before. The list of authorized schools can be checked on the website: https://tpr.fmcsa.dot.gov/

Новые правила называются "FMCSA's Entry Level Driver Training (ELDT)" и затрагивают следущие категории водителей:
-Водители, получающие CDL класса "A" или "B" в первый раз
-Изменение текущего класса "B" на класс "A"
-Получение "School Bus (S)", "Passenger (P)" или "Hazardous Materials (H)" ендорсмента в первый раз
Водители, получившие вышеупомянутые ендросменты и CDL до 7-го Февраля 2022, освобождены от необходимости проходить ELDT программу.
Что включает в себя ELDT? Что изменилось?
DOT обязует проходить курс на 33 темы, ранее требовалось прохождение лишь 4-х тем при обучении.
Так же DMV будет проверять наличие 19 обязательных навыков для водителей CDL (19 Mandated Behind-The-Wheels Skills aka. BTW)
Отныне водители смогут посещать лишь школы, утвержденные на федеральном уровне, а не на уровне штата как было ранее.

CDL Школы отныне должны будут записывать и отчитываться по часам, проведенными водителем за рулем во время обучения.
Однако никаких минимальных требований по количеству часов нету.
Все школы обязаны будут зарегистрироваться с FMCSA напрямую.
Инструкторы теперь будут обязаны иметь 2 года опыта вождения и иметь чистый Driving Record.
